Zambia has outlawed the sale of secondhand underwear because of health concerns, but it is still a popular item. Residents say that not only is the used underwear, which is usually imported from wealthier nations, cheaper than new local products but that it is of higher quality. The Zambia Bureau of Standards has confiscated small amounts of the used undergarments to little avail and is now trying to pursue large suppliers.
